Rob Horne, Commissioner of Planning, Housing and Community Services provided a presentation on the 10 essential elements for the successful implementation of a Growth Plan.

INITIATIVES

a) Residential Energy Efficiency Program

The committee visited the REEP House for Sustainable Living located at 20 Mill St. Kitchener. Mary-Jane Patterson, Graham Whiting and Robert Shipley gave the group a tour of the house and lead a discussion on the design and retrofit plan for both the REEP House for Sustainable Living and REEP Green Office.

The committee understands that the primary purpose of the project is to showcase energy conservation and that the buildings are not protected heritage properties, but felt that there may be an opportunity through this project to encourage heritage homeowners to use appropriate conservation techniques that would provide both energy saving and conserve a building’s heritage features.

A suggestion was made that the house could showcase different approaches (i.e. re-glazed wooden window and a new replacement window) and/or use cut-aways to demonstrate internal work that would normally be covered up. The members of REEP suggested having a mechanism to collect the experiences of heritage homeowners. Kate Hagerman will forward REEP contact information for the other local heritage organizations that may be interested.


b) Draft Regional Official Plan

The committee discussed the cultural heritage policies in the draft Regional Official Plan. Tom Hardacre, Wendy Wright Cascaden and Al Junker volunteered to help draft a committee response to the draft plan for submission by the end of January.


c) Priority Setting for 2009

Kate Hagerman introduced a list of priorities that have been mentioned as potential projects for HPAC to undertake in the upcoming year. Several of the listed potential priorities are continuations of projects undertaken in 2008. The committee was asked to review and add to the list. Priority setting will take place at the December HPAC meeting.


d) Bridge Recognition Plaques

Patricia Wagner presented some preliminary research on the Main St. Bridge in Cambridge and offered to begin work on researching this plaque. Councillor Haalboom suggested that contact be made to find a location for the plaque while construction is still underway. It was recommended that work also begin on the Bridgeport Bridge plaque.


INFORMATION UPDATES

a) Urban Intensification & Heritage Planning Panel Discussion

The North Waterloo Branch of the Architectural Conservancy of Ontario is hosting a panel discussion on January 15, 2009 on urban intensification and heritage planning. Panelists include Leon Bensason, Valerie Spring, Dale Wideman and Robert Shipley.


b) Doors Open Waterloo Region Follow-up Meeting

Doors Open Waterloo Region has had another very successful year! On September 20th, over 8,500 people visited the 41 participating sites. A follow-up meeting was held on November 6, 2008 to evaluate the event and begin planning for next years event that will take place Saturday September 19, 2009.


OTHER BUSINESS

Heritage Showcase

An invitation was received from the Waterloo Regional Heritage Foundation inviting HPAC to participate at the 2009 Heritage Showcase to be held on Saturday February 28, 2009 at the Cambridge Centre, 355 Hespeler Rd. Cambridge.


b) University of Waterloo – Urban Design Project

The Community Services Division has been approached by Dr. Luna Khirfan, Professor of Urban Design at the University of Waterloo to see if there is a design project that could be undertaken by her 300 level students that would incorporate heritage conservation and urban intensification. The project based course would run for the entire winter term (Jan-Apr '09) as a design studio that takes the client's expectations (our project idea) through the design stages of information gathering, conceptual design and then final design and modeling. Committee members were asked to suggest potential locations for use in the student project.
