The Region of Waterloo (Region) is responsible for supplying drinking water to homes and business throughout the Region. Water servicing in the Region is based on a two-tier approach. The Region is responsible for water treatment, storage, pumping and the larger water distribution mains. The local area municipalities are responsible for the smaller distribution mains and for the service connections.

In 2004, the Region teamed up with the Cities of Cambridge, Kitchener and Waterloo to initiate a study to review the adequacy of the existing water distribution system for the next 20 years. The Region retained Earth Tech Canada for undertaking the Tri-City Water Distribution Master Plan (TCMP) study. The primary considerations for this study were to identify the existing water distribution system’s constraints and associated opportunities available for its optimization. This study will assist the Region and local municipalities in developing a strategy to improve the existing water distribution conditions as well as develop a best management plan to deal with the future growth, including the long term potential servicing from a lake-based water supply to the region.

Based on a comprehensive review of the water distribution system in the Region, and comments received from the public, agencies and other stakeholders, the preferred water distribution system strategy has been completed. The report is available for a 30-day review period, June 1-30, 2009. Comments received during this time will be considered and incorporated in the final report.
