a) Mary Ann Wasilka, Kitchener, appeared before Committee in support of the Region of Waterloo Pedestrian Charter recommendation, outlining the environment, health, economy and social benefits.

b) Linda Terry, Paula Cheung and Angela Pye, Social Planning Council of Cambridge and North Dumfries appeared before Committee and presented Community Trends in Cambridge and North Dumfries. The report identified local trends which are intended to assist in the community’s ability to respond to challenges, gaps and strengths.

c) SS-05-035 2005 Children's Services Division Rate Increases

Mary Parker, Director, Child Care provided an overview of the report and responded to questions concerning the recommended 3% rate increase for purchase of child care centres and home child care providers under contract with the Region of Waterloo.

THAT the Regional Municipality of Waterloo approve rate increases of up to 3 %, retroactive to January 1, 2005, for purchase of service community child care centres, and home child care providers under contract with the Region of Waterloo as outlined in Appendix "A" to Report SS-05-035, dated July 5, 2005.

AND THAT the Regional Municipality of Waterloo approve a fee increase effective September 30, 2005 for Elmira Children’s Centre, Christopher House Children’s Centre, Cambridge Children’s Centre, Edith MacIntosh Children’s Centre and Kinsmen Children’s Centre as outlined in Appendix “A” to Report SS-05-035 dated July 5, 2005.

f) SS-05-038 Submission to Province for One-Time Intake Funds

THAT the Regional Municipality of Waterloo approve submission of a business case to the Province of Ontario for one-time funding of $70,000 (100% Provincial funds) to streamline intake in Ontario Works as outlined in Report SS-05-038, dated July 5, 2005;

AND THAT subject to Provincial approval the 2005 operating budget for Income Support Administration be increased by $70,000 gross and $0 net.

g) PH-05-041/ Next Steps, Pesticide By-Law Consultation - Public Meetings

After considerable discussion, the motion was deferred and Committee requested staff to report back on alternate dates to hold 2 Public Meetings to hear from any/all delegations prior to making a decision, limiting the delegations to 5 minutes. A Council only debate on the pesticide issue will occur at the regularly scheduled meeting.

REPORTS – Public Health

h) PH-05-038 Ontario Tobacco Strategy – Smoke-Free Ontario Campaign

Anne Schlorff, Director, Administrative Services provided an outline of the Ontario Tobacco Strategy, Smoke-Free Ontario Program. The tobacco-control investment from the province will provide additional funding for public health units, smoking cessation programs, youth prevention programs, public education and enforcement.

THAT The Regional Municipality of Waterloo approve the addition of 6.7 permanent Full-Time Equivalents to enhance the implementation of the Ontario Tobacco Strategy to be funded 100% by the Ministry of Health and Long Term Care as discussed in Report PH-05-038 dated July 5, 2005;

AND THAT the 2005 operating budget for Public Health be increased by $1,610,864 gross and $0 net.

i) PH-05-039 A Glance at Cancer in Waterloo Region

Amanda Kroger, Manager, Heart Health/Cancer & Injury Prevention provided an overview the Region of Waterloo local cancer data screening, incident rates, risk factors and healthy choices.

In response to M. Connolly’s concerns relating to cancer treatment options, waiting lists and equipment A. Kroger indicated the local Regional Cancer Centre will be holding three (3) community forums over the next few months and the information will be forwarded to the committee.

j) PH-05-040 Public Health Program Compliance Review

Dr. Liana Nolan, Commissioner/Medical Officer of Health provided an overview of the Public Health and Emergency Medical Services Program Compliance Review which identifies existing mandatory programs and local community health needs. The Ministry compliance review process is currently under review.

THAT The Regional Municipality of Waterloo, as the Board of Health, forward a copy of this Report PH -05-040 dated July 5, 2005 for information to the Chief Medical Officer of Health, Ministry of Health and Long Term Care, and the Capacity Review Committee, and with a copy to the Association of Local Public Health Agencies (alPHa), and Ontario Medical Officers of Health, asking that this locally developed assessment process be considered by the Ministry in its deliberations regarding the development of a new assessment tool.

k) PH-05-042 West Nile Virus Update 2005 Season

Henry Garcia, Director, Environmental Health & Lifestyles Resources outlined the 2005 annual public education campaign of human, mosquito and bird surveillance activities, as well as, the annual treatment of catchbasins and surface waters. Currently the West Nile Virus activity level is low with no identified cases in the Region of Waterloo.

INFORMATION/CORRESPONDENCE

a) Correspondence form Linda Stewart, Executive Director, Association of Local Public Health Agencies (ALPHA), re New Minister of Health Promotion, dated June 29, 2005 was received for information.

b) Verbal Update on Outbreak Investigations was received for information.

Dr. Nolan gave an update on the Hepatitis A outbreak, traced back to a food handler in May 2005. As a result, 15 secondary cases were identified and are recovering with continued monitoring. Staff is in the process of investigating an E Coli outbreak in a day care setting. There are 6 confirmed cases and 5 probable cases. To date there have been no serious illnesses. Children under the age of 5 are at the greatest risk of serious illness.

c) Letter from John Gerretson, Minister of Municipal Affairs and Housing re: By-law to Regulate the Use of Pesticides, dated June 15, 2005 was received for information.

d) Council Enquiries and Requests for Information Tracking List was received for information.

Chair Jane Brewer requested staff follow-up regarding Councillor J. Smola’s motion pertaining to ambulance offload delays, Report PH-05-019, to be forwarded to a Task Force in order to meet and draft a resolution.

OTHER BUSINESS

a) Employment & Income Support Community Advisory Committee Appointments

THAT The Regional Municipality of Waterloo appoint Mark Schinkel as Education Representative for the Employment and Income Support Community Advisory Committee, with a term ending December 31, 2006.

b) M. Connolly expressed concern pertaining to the introduction by the Province of the 50% earnings exemption for all net earnings from employment. for Ontario Works recipients. David Dirks, Director, Employment & Income Support will bring forth a recommendation to council to be forwarded to the Province indicating concern with the impact of reduced funds.
