Tom Hardacre declared a pecuniary interest in agenda item 5 c) South Boundary Road, Cambridge.

Heritage Farm Visit - Jeff Stager, Heritage Farm Owner and Operator
The committee received a tour of Shadynook Farm including the restored cheese factory and smoke house; both buildings received Ontario Heritage Act Designations from North Dumfries Township in June 1990. Additional information was provided about the surrounding area and the historic settlement of Black Horse Corners. Frank Mensink, Associate Vice-President, of the School of Business, Conestoga College was unable to attend.

INITIATIVES
a) Discussion Re: Heritage Farm Visit
The committee discussed opportunities for making use of the historical and agricultural resources located on the Shadynook farm. A summary of the discussion will be forwarded to Jeff Stager, staff will clarify what current zoning would allow for future uses of the property, and assistance has been offered to help design a survey for Doors Open visitors to the site.
b) Black Bridge Road Bridge Interpretive Plaque Draft Text
Pat Wagner presented the draft text and design of the interpretive plaque for the Black Bridge Road Bridge. Committee members were asked to review the draft and provide comments to staff. Pat Wagner and Councillor Haalboom volunteered to meet with City of Cambridge staff to discuss the location of the plaque. It was suggested that the research undertaken for the plaque be published in the Waterloo Historical Society’s annual volume and/or as an addendum to the bridge study.
c) South Boundary Road, Cambridge
A draft response to the Archaeological Assessment and Built Heritage and Cultural Landscape Assessment for the Class Environmental Assessment for the South Boundary Road, Cambridge prepared by Jody Decker and Kathryn McGarry was circulated and discussed. In general, the Heritage Planning Advisory Committee is supportive of the South Boundary Road project. Building an arterial road that is closely aligned with the City of Cambridge built boundary will help to conserve the existing rural roadscapes and landscapes.
d) Heritage Resources Centre – Research Suggestions
Committee members discussed research needs in the field of heritage resource conservation. The suggestions were recorded and as requested will be sent to the Heritage Resources Centre for use in planning their future research agenda.
e) Bridge Study Presentations
Tom Hardacre and Wendy Wright Cascaden volunteered to assist with the future bridge study presentations to Heritage Wilmot and the City of Waterloo.
f) Heritage Education
The heritage education sub-committee, which includes Joanna Rickert-Hall, Councillor Haalboom and Connie Davison, will meet this summer to discuss undertaking a pilot project on local heritage education in schools and to consider additional opportunities for heritage focused workshops.
INFORMATION UPDATES
a) Paving the Way: A Roadmap for Heritage and Development”
Lucille Bish introduced “Paving the Way” a recently published resource by the Heritage Canada Foundation. The publication reports the findings of a national consultation process by identifying a core group of Priority Action Items for addressing current heritage conservation and development challenges. The Action Items are grouped under: Planning, Protection and Development; Financial Measures; Connecting People and Solution; Branding and Partnering to Achieve Heritage Results; Create a Market Demand and a Broad Constituency for Historic Places; and Build the Heritage Industry. The document would be an excellent foundation for a discussion on innovative approaches to heritage conservation amongst local stakeholders.
b) “Landmark, not Landfill” Annual Heritage Conference
Kate Hagerman reported that the conference was very informative and well attended. The theme was “Landmarks, not Landfill” with speakers presenting on topics such as the importance of heritage conservation to environmental sustainability; emergency management for heritage architecture; recent case law related to the new Heritage Act; and urban design strategies to conserve Ontario’s small towns. Potential speakers for local heritage workshops would be: Mark Sraga, Chief Building Official, Town of Caledon; Ron Martin, Building Official, Town of Collingwood; and Erik Hanson, Heritage Resources Coordinator, City of Peterborough.
OTHER BUSINESS
a) Events & Exhibits
An article has been submitted to the fall issue of Events & Exhibits to highlight the upcoming addition of the bridge study to the Region’s website and the fall unveiling of the Black Bridge Road Bridge interpretive plaque.
b ) GRCA Heritage Day
Ron Hackett updated the committee on the ongoing planning taking place for the 2009 GRCA Heritage Day Workshop being hosted by Wilmot, Woolwich and Wellesley Townships.
