CARRIED
BUSINESS ARISING
- HPAC Report – 2008 Highlights, Plans for 2009
Councillor Haalboom thanked Patricia Wagner for appearing as a delegation in support of report P-09-020 Heritage Planning Advisory Committee: 2008 Highlights, Plans for 2009 at the February 17, 2009 Community Services Committee meeting.
b) Pioneer Cemeteries
Kate Hagerman will provide Councillor Haalboom information on the cemeteries located in each of the area municipalities.
INITIATIVES
a) Election of Chair and Vice Chair
The annual election of chair and vice-chair was held as required by the HPAC Terms of Reference. Councillor Haalboom was elected as chair. Pat Wagner was elected as vice-chair.
b) Draft Main Street Bridge Plaque Text
Kate Hagerman circulated the first draft of the Main Street Bridge plaque. Pat Wagner reported that additional research has been undertaken on the surrounding buildings that is not currently included on the draft. It was noted that the role of the bridge plaque is to highlight the bridge structure. A suggestion was made that the research files for all of the bridge plaques be bound and kept in the Regional Archives for future reference. A location for the Main Street plaque should be discussed at an upcoming meeting.
c) Educational Resources for Schools Discussion
Joanna Rickert-Hall reported that contacts are being made to figure out what is currently happening at the local school board level, within individual schools and by individual teachers in terms of local history education. A map showing the location of schools overlaid with heritage resources (listed and designated built heritage, old bridges, early farmsteads, candidate CHLs, cemeteries, archaeological resources, etc.) was drafted so that the committee could consider options for sharing information with local schools about heritage assets within walking distance to their schools. Melissa MacLean and Natalie Hardacre have both volunteered to assist with this project.
d) Heritage Showcase
The committee discussed the HPAC exhibition materials and the location of the Heritage Showcase event. Next year the display should include an interactive component and possibly a digital display of the old bridge photographs.
The event provided a great opportunity for the local history community to network and an opportunity for the wider public to learn about local history organizations. Although the mall provided a busy public setting, some noted that malls seem to be less busy due to increasing numbers of big box stores and that some shoppers had no time or interest in taking in the displays. Suggestions were made of other high traffic areas that could be potential locations for future events including the farmers market, hospital, a themed workshop/event or a home and garden show. Councillor Haalboom will express the committee’s thanks to the Waterloo Regional Heritage Foundation for organizing this important event and pass on the committee’s feedback.
e) Heritage Bridge Recognition Program
The final presentation on Phase 3 of the Bridge Study has been made by Councillor Haalboom and Pat Wagner to Heritage Kitchener. HPAC committee members are interested in looking more closely at additional bridge types within the study including viaducts and circa 1940 concrete bridges with art deco and ladder style railings. Pat Wagner and Councillor Haalboom will bring a short report to a future meeting.
The reconstruction of the Bridgeport Bridge is planned for completion in October/November of 2009. The committee would like to have a bridge plaque ready for an official bridge opening ceremony in either late fall of 2009 or early spring of 2010. It is also hoped that once the restoration work is completed that the Region and City of Kitchener will collaborate to have the bridge designated under the Ontario Heritage Act.
f) Heritage Preservation Workshop
Local heritage committees have expressed interest in a coordinated event for heritage property owners on building preservation skills. Al Junker will make contact to discuss potential speakers and event logistics, and will report back at a future meeting.
g) Cultural Heritage Landscapes
Jody Decker reported that the Cultural Heritage Landscapes course that has been offered at Wilfrid Laurier University has been very successful. Plans are being made for the course to be reoffered in the fall of 2009 as a community service course linked to the work of local municipal heritage committees. Ron Hackett volunteered to work with Jody Decker to see if heritage resources located in Wellesley Township may be an appropriate focus for this year’s course.
h) Corridor Design Guidelines
Councillor Haalboom reported that the Region is in the midst of developing Corridor Design Guidelines that will aide staff in designing and maintaining Regional road corridors. The committee would like to provide input on the scenic value of Regional roads, particularly the aesthetic qualities of rural roads.
NFORMATION UPDATES
a) Grand River Heritage Day Workshop
Ron Hackett reported that the Grand River Heritage Day Workshop hosted at the Wilmot Recreation Centre by Wilmot, Wellesley and Woolwich Townships and the Region of Waterloo was a great success. The event ran at capacity with approximately 270 attendees, and provided participants with a full day of information on the history and current culture of the area. Organizers are already looking forward to 2011 when the event will be hosted by the same municipalities and will take place in Woolwich Township.
b) Wilmot Heritage Day
Al Junker provided an overview of the Wilmot Heritage Day event for 2009. The event explored “Buildings of Blessings and Worship” and attracted many people from across the community. The Wilmot Township Heritage Awareness Awards were presented at the event.
