BUSINESS ARISING

a) Heritage Showcase

It was noted that the HPAC display was very well done and Kate Hagerman was thanked for her excellent work.


INITIATIVES

a) Collaboration with the School of Architecture

Jody Decker and Karen Hammond have met with Jeff Lederer at the School of Architecture to discuss the school’s connection with local history and heritage conservation. It was reported that students from the School of Architecture are helping update the City of Cambridge Heritage Inventory. The school’s library has no special local history collection; students use the city’s archives for heritage research. Heritage architecture is studied focusing on European buildings from the 18th and 19th century, and is considered when students undertake projects as part of the review process. It was suggested that the school consider joining UNESCO.

The subcommittee will review connections with local history and heritage conservation at Conestoga College as well as at the School of Planning and will report back at a future HPAC meeting.

b) Black Bridge Road Bridge Plaque

Tom Hardacre and Patricia Wagner reported that the first draft of the sign text has been completed and that they are now working to gather the historical photographs. It was noted that the Region will need to consult with the City of Cambridge and the GRCA about the eventual location of the sign.

c) Heritage Resources of Regional Interest Discussion

Lucille Bish introduced the work to date that has been undertaken to develop criteria for the identification of Sites of Regional Heritage Significance (SRHS) and invited the committee to discuss the purpose, proposed process and planning implications for identified heritage resources of Regional interest. After some preliminary discussions, Tom Hardacre, Harriet Schaefer and Wendy Wright Cascaden offered to prepare a report with a few options regarding criteria/identification process, inventory, and policy to assist with further discussion at a future meeting.

d) Heritage Farm Visit

Patricia Wagner has further research on the area that will be distributed. Jean Haalboom will invite a contact from Conestoga College that is interested in heritage food production. A date will be confirmed at the next meeting.

e) Bridge Study Presentations

Tom Hardacre volunteered to help present to Woolwich Township Council on March 17, 2008 and Wellesley Township Council on April 7, 2008. Wendy Wright Cascaden volunteered to present to Heritage Wilmot on April 15, 2008. It was suggested that a calendar or poster be produced that would draw attention to the historic bridges in the Region.

e) Tax Incentives Working Group

The Heritage Canada Foundation Financial Strategies Action Group met by teleconference. Disappointment that the new Federal budget did not include heritage incentive funding or funding for the Historic Places Initiative past 2010 was voiced. The Landmarks, not Landfill resolution is continuing to gain support. Strategies for raising the awareness of local MPs and the general public in an effort to build support for heritage funding are being developed.


INFORMATION UPDATES

a) Annual Heritage Day Workshop

The Annual Heritage Day Workshop, “Restoring Grand Heritage: A Six Nations Perspective” was very informative and well attended. Next year’s workshop is being planned by the rural municipalities in Waterloo Region.

b) Preventing Demolition by Neglect Discussion Notes

Additional sites were added to the lists of buildings successfully restored and buildings lost or at risk. It was suggested that these discussion notes could be turned into an article for publication in Heritage Canada or ACORN. The discussion notes have been shared with city heritage planners.


OTHER BUSINESS

a) Doors Open

The committee reviewed the list of suggested sites for 2008.

b) Heritage Planners Meeting

Staff reported that the Region met with heritage planning staff from Cambridge, Kitchener and Waterloo in February to encourage information sharing and collaboration. Some ideas that came out of the meeting include: hosting a workshop for consultants on how to prepare Heritage Impact Assessments; reviewing heritage grant programs to ensure they are accessible and encourage heritage conservation; requesting that the Province remove the requirement of a conservation easement for the heritage tax incentive program based on the updated Heritage Act; and researching and inventorying heritage features that provide character to the Region such as barns.
