Beware of the
Toilet Bandit !
The Region of Waterloo will only provide rebates for those toilets that are Region approved and meet minimum performance standards. These standards will improve customer satisfaction with low-flush toilets, promote a better local supply of these toilets, and ensure sustainable water savings.

Rebates are available to all homeowners, landlords, churches, non-profit organizations and small businesses in Waterloo Region, with a connection to the municipal water supply system. You must be replacing an old toilet (13 litres or more) with a Region approved 6-litre or high efficiency toilet (HET) - which is a dual or single flush toilet that averages 4.8 litres per flush or less.

Homeowners can download the rebate application form found on this page or pick one up when they purchase their toilet. Landlords, churches, non-profit organizations and small businesses must call 519-575-4021 to register before replacing, and cannot use our online form. For more information on landlord, church, non-profit or small business rebates, click here.

We're sorry, but homes built after January 1, 1996, new bathroom additions, or residents on private wells do not qualify for the program.

The number of rebates available in the Region each year is limited, and will be filled on a first-come, first-served basis. There is a lifetime maximum of three toilet replacement rebates per residential property.

Five Easy Steps for Residents!

Step 1:Determine whether you qualify for the rebate: Your residence must have been built before January 1, 1996, located within Waterloo Region, and connected to the municipal water supply. You must be replacing a 13L or larger toilet (new construction and add-on bathrooms do not qualify).
Step 2:Purchase and install (or have a plumber install) any 6-litre or 3-litre/6-litre dual-flush Region approved toilet. Old toilets can be recycled by taking them to the Region's landfill site, and there is no charge for dropping them off.
Step 3:Complete the rebate application found on this page or available at local retailers. Don't forget your Water Billing Account Number, as proof you're on the municipal system. Applications must be complete to qualify for the rebate. Call 519-575-4021 if you have any questions.
Step 4:Mail the application, and the original receipt for the new toilet to: Region of Waterloo, Water Efficiency, 150 Frederick Street, 7th Floor, Kitchener, Ontario, N2G 4J3. Your receipt will be returned with your rebate cheque.
(Random inspections are done on single family households participating in the program. If your household is selected, we will call you to schedule a convenient time for us to verify that 6-litre or 3-litre/6-litre dual-flush toilets have been installed.)
Step 5:Enjoy your water savings! If you qualify, and have completed the paperwork correctly, your rebate cheque should arrive in four to six weeks.
